Minutes:

It was RESOLVED to approve a recommendation of the committee to purchase an additional vehicle rather than to lease as originally agreed and to purchase a Nissan NV400 at a cost of £19,495. (Minute reference Finance Committee F20/28.)

Land at Manor Road

Minutes:

A two part recommendation from the Finance Committee to rescind a previous decision of council and to pursue designs and costings for a project to build garaging at Manor Road was considered.   (Minute reference Finance Committee F20/31.)

It was RESOLVED to reject the recommendation to rescind the previous decision and therefore the second part of the recommendation was not discussed.

It was RESOLVED to make the following comments to the local planning authority.

Bletchley and Fenny Stratford Town Council objects to proposed development.

 

 The planning application states that pre application advice is that the development is acceptable in principle. However this is different from the previous decision taken by the LPA in 2019 (19/00279/FUL) on a development on this site. The decision notice of that application stated that "this site has been allocation within Plan:MK as a small to medium non-strategic housing site. These sites contribute towards the (MK) Council's 5 year housing land supply and therefore their loss through alternative forms of development is not acceptable."

 

This Town Council considers that allowing alternative forms of development on this site  could have an impact on the 5 year housing supply and could potentially open up the way for further speculative development. It is for this reason that the objection is made.

 

The Town Council has agreed to a climate change motion and recognises the importance of our community becoming carbon neutral. Therefore the Town Council is also concerned that parking provisions do not allow any cycle spaces and there is no mention of electric charging bays.

The Chairman welcomed Simon Willis, Managing Director of Willis Dawson and Sarah Hamilton-Foyn, Senior Director of Pegasus Planning who had been invited to speak and answer questions about a proposed development of c1,100 houses and associated facilities at Newton Leys within the Buckinghamshire Council unitary area.  Mr Willis introduced his company and the background to the proposed development which was being put forward as an alternative to the Shenley Park site included in the Vale of Aylesbury Local Plan.  He noted there was no time scale for submission of a planning application at this stage but the company was keen to engage with the community at an early stage as good practice dictated.  A website had been published which illustrated early concept plans and FAQs. 

 

Members asked questions about the proposed development and discussion followed with Mr Willis and Ms Hamilton-Coyn.

 

It was RESOLVED to note the plans for a proposed development and to instruct the Clerk to write to relevant officers and cabinet members at BCC and MKC asking that both councils work together alongside parishes to ensure that development is properly planned on the edge of Milton Keynes and is fully integrated with the infrastructure of Milton Keynes.

 

The Chairman thanked Mr Willis and Ms Hamilton-Coyn for their attendance and noted that the Town Council would wish to keep communication channels open pending the submission of a planning application.

Response to the Local Government Association consultation on the new Code of Conduct pdf icon PDF 493 KB

A draft response to the Local Government Association’s consultation on a new draft model Code of Conduct had been circulated before the meeting. 

It was RESOLVED to approve the proposed draft with two amendments.  Firstly that the answer to question 11 should be changed from “To a moderate extent” to “To a small extent” and that question 11a should state that the code should require members to declare the interests of members of their households.  Secondly, that the proposed response to question 17 should specify that suspension from committees and or offices should be included as a sanction and that sanctions should be graded according to the severity of any breach.

It was RESOLVED that the clerk should draft a response to the request for feedback from MKC’s Task and Finish Group on MKC’s responses to the Covid 19 pandemic as it affected support for Town and Parish Councils and guidance was given on the content which was to be amplified by the clerk.  Members took the view that MK Council had  responded well prior to and during the lockdown but as the restrictions were lifted communications and support had been less satisfactory.

Report on the first meeting of the Bletchley and Fenny Stratford Town Deal Board

Minutes:

The Clerk gave an oral report on the first meeting of the Town Deal Board had circulated the minutes which were also available on the MK Council website.  The clerk summarised the process for making an application to the Towns Fund and the requirements for producing a Town Investment Plan (TIP) to support the submission as well as reporting on the themes chosen for the TIP and the call for projects. It was noted that a second meeting would be taking place on 30 July 2020 and a further report would follow.  Members stressed their concern that there should be full representation from and engagement with the community.  The clerk drew attention to the importance of progressing the Bletchley and Fenny Stratford Neighbourhood Plan which had been delayed by the restrictions imposed by the pandemic.

A written report from the Support Services Manager had been circulated before the meeting and potential arrangements for exploration were discussed.  It was noted that there were significant difficulties in planning to hold any event in December 2020 and that in normal circumstances by now all formal preparations such as licenses, road closures etc would have been finalised by this time of year.  A further report would follow.

It was noted that the casual vacancy in Manor South Ward would be formally notified with effect from 29 July 2020.  Electors would have until 14 August  to demand a poll and if demanded the election would take place in May 2021 due to the Covid19 Regulations, if an election was not demanded a new councillor could be co-opted at the meeting of council on 29 September 2020.

 

A revised co-option policy including a job description and person specification was discussed.

 

It was RESOLVED to adopt the revised policy and associated documents.
