Council

Full Council

From 24 May 2022 the  Full Council of 21 Members will hold regular meetings every two months.

 

The following matters are reserved to the Full Council for decision making (although other committees may make recommendations on these subjects):

 

·         Approval of the annual budget

·         Setting the annual precept

·         Borrowing money

·         Authorising any expenditure over £20,000

·         Making or amending standing orders, financial regulations or schemes of delegation

·         Matters of principle or policy

·         Any proposed new undertakings

·         Prosecution or defence in a court of law

 

 

However, Full Council meetings cover a wide range of topics and may include presentations from invited visitors. 

 

All Full Council meetings are open to the public (who may observe proceedings and make spoken representations or ask questions during the short public speaking session) and we welcome attendance and communication from residents. Meetings will usually commence at 7.30 pm. Currently meetings are being held at Newton Leys Pavilion, Furzey Way and Covid-19 restrictions are in place.

Committees

Community Committee

From 24 May 2022 the Community Committee will hold regular meetings every two months within the Council’s meeting cycle.

 

The Community Committee is responsible for all community matters including some civic and all community events as well as supporting external community events.  The committee has delegated powers for the administration of the Council’s approved community grant scheme.  It is also responsible for overseeing the Council’s communications with the community and for community safety initiatives.

 

The Committee also has delegated powers to respond to planning matters which fall outside the timetable of the Planning and Environment Committee meeting schedule.

 

 

All committee meetings are open to the public (who may observe proceedings and make spoken representations on matters on the agenda during the short public speaking session). We welcome attendance and communication from residents. Meetings will usually commence at 7.30 pm. Employment Policy Committee

The Employment Policy Committee consists of 5 Member.   Its responsibilities include:

 

·         To contribute to the development and implementation of the Council’s policies, strategies and business plans

·         To oversee the implementation of the Council’s approved arrangements for employment and management of staff

·         To oversee the Council’s health and safety at work responsibilities in relation to employees and councillors

 

and the Committee has delegated powers to authorise spending up to £20,000 per single item.

 

Meetings are held two to three times per year or as required. 

 

Members of the public are welcome to observe meetings of the Committee unless confidential items or matters relating to grievances or discipline are under discussion when members of the public and non-committee members will be excluded.

Finance and Governance Committee

The Finance and Governance Committee meets every two months within the Council’s meeting cycle.

 

The Council consists of 10 Members.

 

The Finance and Governance Committee is responsible for the management and oversight of all matters relating to the council’s finances, policies and governance.  It determines the Council’s spending priorities and recommends the annual budget to council. 

 

The Committee also has delegated powers to respond to planning matters which fall outside the timetable of the Planning and Environment Committee meeting schedule.
