Cllr M Wade informed the committee that he is a member of New Forest District Council’s Planning Committee and therefore he will not comment or vote on any planning applications at Parish Council Planning Committee meetings.

Public Participation Period

Minutes:

Martin Cox asked if the Planning Committee could make recommendations to Council for alternative uses for the old Police Station site, now that the planning appeal has been dismissed. The Chairman noted this request.

 

The Chairman suspended Standing Orders to allow a member of the public to update the Committee on planning app no: 17/11770 (Land adjacent to Forest Lodge Farm).

 

John Penny updated the Committee about the impact of flooding on his property that is a result of an unapproved drainage scheme being installed on the adjacent housing development. As part of the protracted planning process, NFDC has engaged independent drainage consultants to review the current drainage provided by the developer. In response, Mr Penny has commissioned another independent drainage consultant to provide their view of the drainage. Mr Penny informed the Committee that the report’s findings is that the evidence used by NFDC’s independent consultants is insufficient for them to have drawn the conclusions they have made. Mr Penny will submit his drainage report to NFDC tomorrow as part of the public consultation process.

 

Cllr Mark Clark, District Councillor for Furzedown and Hardley Ward, expressed his concerns about the Forest Lodge Farm development and highlighted the lack of building control. He requested that the Planning Committee ask the Head of NFDC Planning to defer this application from the September Planning Committee meeting.

 

The Chairman reinstated Standing Orders.

Minutes:

The Chairman was pleased to announce that the Hythe and Dibden Neighbourhood Plan will go to referendum in October 2019.

 

RESOLVED that

 

The notes of the Neighbourhood Planning Group meeting held on 15 July 2019, having previously been circulated, were agreed.

 

At the conclusion of the meeting, Cllr M Wade commended the Planning Committee for the focussed and sensible discussion.

 

Cllr M Wade also asked if training for new Parish Councillors could be arranged with NFDC’s planning department. It was also noted that it would be useful for Parish Councillors to receive training from NFDC’s conservation officers. The Deputy Clerk asked NFDC members to let him know who David Groom’s replacement is, in order that contact can be made.

 

The Chairman announced that the planning appeal relating to the McCarthy and Stone development at the old Police Station in Jones Lane had been dismissed. He paid tribute to the councillors that had made representations at the hearing.

 

The Chairman informed the Committee that after he raised concerns with NFDC Planning Enforcement about the signage surrounding the Churchill development on South Street, the signs and flags have been taken down. A planning application has been submitted and will be considered at the next planning committee meeting.
