DECLARATIONS ON INTEREST
To receive any Declarations of Interest in respect of items on this agenda as required by the Code of Conduct adopted by the Council.
Members are reminded that, in accordance with the Council’s Code of Conduct, they are required to declare any disclosable pecuniary interest or other registrable interests which have not already been declared in the Council’s Register of Interests. Members may however, also decide, in the interests of clarity and transparency, to declare at this point in the meeting, any such disclosable pecuniary interests which they have already declared on the Register, as well as any other registrable or other interests.
Councillor Terri Welch declared an interest in grants relating to Melksham in Bloom and Melksham Seniors.
Councillor Martin Pain declared an interest in the grant item relating to Melksham Seniors.
Councillor Vanessa Fiorelli declared an interest in the grant item relating to Melksham in Bloom.
To approve the Minutes of the Finance & Admin Committee meeting held on 15 July 2019.
It was noted the minutes included within the pack for approval should have been for the meeting held on 3 June 2019.
Therefore, it was suggested that those minutes, along with the minutes of this meeting be approved at the Finance & Administration meeting.
To consider the shortlisted grants, as produced by officers.
The Assistant to the Town Clerk had produced a scoring matrix against which Members were asked to make their recommendations for grant approval.
Each grant was proposed and seconded individually, with Members making the following recommendations:

Whilst initial calculations at the meeting recorded an over spend, officers agreed to double check figures the next day.
It was proposed by Councillor Hubbard, seconded by Councillor Fiorelli, and
RESOLVED: To make a recommendation to the Full Council meeting on 2 September that the grant overspend be vired over from general reserves.
