Election of Planning Committee Chair for 2022-23

To elect a committee Chair for the Mayoral Year 2022-23.

Minutes:

The former Chair, Cllr Treharne, opened the meeting and thanked all members for coming.

 

Cllr Treharne asked for nominations for election of the new Chair of the Planning Committee.

 

Cllr Jones nominated himself and was seconded by Cllr Treharne.

Votes for: 5

 

Cllr Ford nominated himself and was seconded by Cllr Major

Votes for: 2

 

It was resolved to elect Cllr Jones as Chair of the Planning Committee.

Minutes:

The new Chair, Cllr Jones, asked for nominations for Deputy Chair of the Planning Committee.

Description Of Proposal:

Planning Permission

Conversion of existing barn into 3 holiday lets and one

residential dwelling, plus associated works.

Minutes:

Councillors noted that there was a significant lack of information on how drainage and water run-off would be managed by the applicant, with these concerns being echoed in the MCC SuDS report.

 

Councillors noted the request for more information from Environmental Health regarding the source and supply of drinking water for the proposed development. 

 

It was questioned whether the site was an agricultural holding and therefore whether such a development was permissible.

 

It was resolved to refuse application DM/2022/00582 on the following grounds;

 

1.    Lack of information regarding site drainage and water run-off management and the provision of drinking water.

2.    Scale of development and the need to have an additional residential dwelling as well as the 3 holiday let units. This concern linked closely with the concerns raised by National Trust who own the Kymin nearby.

3.    Lack of information as to whether the site was an agricultural holding and therefore whether such a development was permissible.

Minutes:

The Town Clerk confirmed that before the new council was elected it had been resolved through delegated authority to approve application DM/2022/00756 Listed Building Consent Heritage, which is the same building in this application.

 

Concerns were raised about putting a painted steel plate in the wall where the ATM was.  It was noted that this is an industry standard as the other banks on the high street had resorted to this method but it was noted these were not listed buildings.  It was suggested that the ATM should be replaced with heritage bricks and mortar to be in keeping with the building and to preserve the façade of the building. Councillors felt that it was unlikely that a different bank would be sited at this location and, therefore, it should be the responsibility of HSBC to make the building good for any prospective tenants.

 

 

It was resolved to refuse application DM/2022/00755 on the grounds that the replacement steel was not in keeping with heritage of the building or the high street.

Minutes:

It was noted that the car park wouldn’t lose any spaces and that the placement of the electric chargers would make use of the space near the back of the building.  Councillors agreed that the application was positive and would hopefully encourage the use of electric vehicles in Monmouth

Minutes:

It was noted that whilst there are many empty shops on Monmouth high street, this particular building would be a great development in the call for more affordable housing in Monmouth as the loss of office space would have minimal impact on the high street.

 

It was resolved to accept application DM/2022/00748.

To consider and agree booking the committee members on to an “Introduction to Planning” training course with Planning Aid Wales and to agree a budget for the same.

The Town Clerk explained that Planning Aid Wales hold Introduction to Planning Training which could be a bespoke in-person course for Monmouth Town Council. The Town Clerk had been quoted £600 for a 2.5 hour in person session.

 

It was resolved to arrange a bespoke Introduction to Planning training course with Planning Aid Wales for all members of the Planning Committee at the cost of £600 plus VAT and to open the training to local community councillors for a small cost.

Minutes:

The Action Summary was updated as follows:

 

Local Development Plan: The Town Clerk confirmed that Mark Hand has been approached to attend a Full Council meeting to discuss the LDP with all Councillors.  

 

Enforcement Matters:

 

o   DS Music building - The Town Clerk confirmed she had received an email from the enforcement officer in March to say that enforcement orders had been issued to DS Music Building in regards to the advertisements in the shop window. It was noted that there was a vast amount of public concern regarding the advertising within the building. Cllr Ford confirmed that he has been in contact with MCC via email since December and confirmed that to date nothing had progressed since the enforcement notice was issued in March 2022.

Consideration was given to the potential options open to the Town Council including issuing legal proceedings.

 

Dilapidated Buildings:

 

o   20A Monnow St –It was asked whether a Compulsory Purchase Order had been pursued by MCC, it was confirmed a CPO had been considered however, due to issues with phosphate levels in the River Wye, development was limited making it difficult to find a viable solution for the building. Councillors were concerned with current state of 20A Monnow St and confirmed members of the public had expressed their concerns strongly to them regarding the future of the building. Cllr Ford suggested the possibility of bringing legal proceedings against MCC to secure progress on the building.

The Town Clerk confirmed she would circulate the video of the meeting held in February 2022 regarding 20A Monnow St in readiness for the next Planning Committee meeting.

 

Place Plan:  It was noted that there was a Town Plan being developed by MCC but that this was separate from MTC’s Place Plan.

 

Monnow Bridge Coping Stones: It was confirmed that MCC were hoping to start work in the summer but with the floods in 2020 they were focusing on infrastructure damage. Councillors agreed that they didn’t want the stones replaced with concrete curbs.

 

Empty Shops: It was noted that the former Oasis property has had a lease agreed for a new business.

 

Banners on Railings: It was noted that the policy for banners on railings will be discussed at the next F&P meeting on 18th July 2022.
