REPRESENTATION FROM MEMBERS OF THE PUBLIC.

Members of the public may make personal representations at this meeting by giving written notice of a request to speak and indicating briefly the matter of interest or relevant agenda item to the Town Clerk or Deputy Town Clerk no later than 12 noon on the day of the meeting. Provided always that speakers are resident in a ward of the Council and, give their full name and address prior to speaking, the committee Chairman may (or may choose not to) invite individuals to speak at the relevant point in the meeting. Speeches may not exceed three minutes duration and speakers may not participate in any subsequent debate between committee members. At the Chairman’s discretion, only one speech may be made in support of each side of any contentious issue.

Minutes:

Mr. Fuller, Store Manager of The Original Factory Shop, requested to speak on the regeneration of the High Street.  Mr. Fuller felt there had been no social media presence about what was going on in the town therefore had set up a group on social media to discuss the future of the High Street. The purpose of the group is to strike a balance between Town Council members and businesses and combat any concerns that businesses have as they are not sure how to contact the Chamber of Commerce.  Cllr. Mrs. Smith commented that she would pass this information on to Mr. T. Thorpe, Chairman of the Tenterden Chamber of Commerce.  Cllr. Mrs. Smith also reported that the Chamber are relaunching and promoting the ‘Love Tenterden’ card again.

Mr. Fuller reported that he had launched an online survey on 9th August 2020 and had received 450 responses in less than 12 hours.  The results so far show that 53% of people are saying they are concerned about the variety of shops on the High Street.  Cllr. Nelson commented that the Town Council are unable to control this.  Mr. Fuller reported that once he has compiled the survey data, he will report back to the Town Council.  Any ideas from the survey will also be passed to the new Town Centre Co-ordinator to discuss and possibly implement them.

Mr. Fuller commented that as the free parking in specified car parks is going to end soon, he requested that the Town Council speak to Ashford Borough Council about this and request that the 60 minute free parking on the High Street is extended to 90 minutes.  Cllr. Nelson confirmed that positive discussions were already being held with Ashford Borough Council.   Mr. Fuller also reported that he felt the vulnerable people in the Town are not receiving all the necessary information advising them that they can feel safe when they visit the Town.  Mr. Fuller requested that the hand sanitizing unit outside the Town Hall be relocated nearer to the Friday market and that another one is installed at the further end of the town by The Vine. Mr. Fuller expressed his concerns on whether the Town Clerk had delegatory responsibilities and the Town Clerk confirmed that he does.

Cllr. Nelson thanked Mr. Fuller for his representation and his ideas.

COUNCILLORS' QUESTIONS.

At the Chairman’s discretion, Councillors may ask a question about any item relevant to this committee that is not on the agenda. Every question shall be put and answered without discussion. An answer may take the form of a direct oral answer or reference to a Town Council publication. Where a reply cannot be conveniently given at this meeting, an oral or written answer may be circulated at a later date. All councillors present will be permitted to contribute to the debate on agenda items but only members of this committee will be permitted to vote.

Minutes:

(a)         Cllr. Mrs. Ferguson expressed her concerns as to when the work was going to commence on the Beacon Oak Roundabout.  Cllr. Crawford agreed that the work was due to commence in May but was cancelled on the day it was due to start due to Covid. The Town Clerk agreed to check with Kent County Council.

(b)         Cllr. Parkin reported that he had contacted Kent County Council to query the positioning of the new zebra crossing on the newly tarmacked Recreation Ground Road. It has been positioned between the two schools but would have been more beneficial to have been located by Ivy Court Doctor’s Surgery.  Cllr. Parkin reported that nobody at KCC could give an explanation as to why this has been done.
