The Committee considered the following planning applications.  It was RESOLVED that its recommendations would be submitted.

Use of forecourt for intermittent positioning of van selling food and drink.

 

Cllrs. Dr. Lovelidge and Crawford both felt unable to support this application because of the danger to traffic on the road and pedestrians, especially without a tracking exercise being carried out.

OBJECT on the grounds that the proposal is still a danger to pedestrians and until a tracking exercise is carried out, there is still insufficient turning space for the vehicle.

Eastwell Farmhouse, East Cross.

Demolition of existing barn erection of a new dwelling.

SUPPORT subject to a Construction Management Plan being in place to take into account the impact of construction vehicles accessing the property from either the A28 or Turners Avenue. The impact of the heavy vehicles on the properties which are accessed via the A28 end of the development should also be taken into account.

The Deputy Town Clerk read out Mrs. Bance’s concerns on the amount of traffic which will be increasing with Beacon Oak Road, the major access to the site and this part of Tenterden closed. All traffic trying to access town will only be able to use Oaks Road, an already busy and frequently congested road which will bring traffic chaos.  Borough Cllr. P. Clokie and Cllr. Knowles agreed with Mrs. Bance’s concerns reporting that it could be chaos.  Cllr. (a)         Application for variation of premises licence for the Woolpack. The notification of an application for a variation of premises licence to amend conditions in respect of the above premises was NOTED. 

 

It was RESOLVED to provide informal support for the application.

 

(b)         Changes to the Planning System Consultation.  The Ashford Borough Council Leader’s Briefing Note on two papers which are open for consultation responses were NOTED.

 

Cllr. Crawford reported that the Leader’s background paper on the Central Government’s white paper on major proposed changes to the planning system, had also given us access to an online survey with 18 different questions. Cllr. Crawford would be attending an event with Kent Association of Local Councils and CPRE Kent on Friday, 11th September and would put forward any comments made by councillors. Councillors have the opportunity to express their views on the white paper.  Cllr. Mulholland having raised this issue earlier, advised that the papers should be read and personal views should be expressed to obtain a consensus of opinion.  Cllr. Knowles reported that it was an interesting consultation but needed to be read hand in hand with the Devolution white paper if Kent is to be divided into Unitaries.  Cllr. Mrs. Walder reported that the Planning Committee at Ashford Borough Council will be meeting on 29th September and the planners will be looking at the white paper in detail.

 

When Ashford Borough Council submit their comments to Central Government, Cllr. Crawford suggested that we make a formal request to have sight of these comments. Cllr. Mulholland advised that there are two target dates, 1st October for short term changes to the planning system and 31st October is the consultation closing date for future planning. 

 

It was RESOLVED that a consensus report will be submitted to Central Government after the Devolution paper is available and been read in conjunction with the Planning white paper.  Cllr. Crawford agreed to circulate the 18 questions embedded in the Planning white paper to councillors in order for them to start noting their views.

(a)         The Pines, Smallhythe Road - 19/00724/AS.  Cllr. Crawford reported that the applicant’s appeal had been dismissed by the Planning Inspectorate.

 

(b)         Land Between Woodchurch Road & Appledore Road - 19/01788/AS.  Ashford Borough Cllr. Knowles reported that the Officer’s report regarding the above planning application will be included in the agenda papers for Ashford Borough Council’s Planning Committee meeting on 16th September 2020; the agenda will be circulated on 9th September 2020.  Cllr. Knowles informed the Committee that although there were 400 objections on line, the comments have been aggregated to prevent repetition.
