To consider and, if approved, confirm and sign the minutes of the Town Council meeting held on 14th September 2020, and the Special meetings held on 14th September 2020, 12th October 2020 and 19th October 2020 as correct records.

Minutes:

The minutes of the meeting held on 14th September 2020 and special meetings held on 14th September 2020, 12th October 2020 and 19th October 2020 were agreed and would be signed at the earliest opportunity.

QUESTIONS FROM MEMBERS OF THE PUBLIC AND COUNCILLORS.

Cllr. Mulholland requested an update on the action to be taken to make the St. Michaels Village Sign and post safe at The Point. The Town Clerk reported that KCC had been approached to inspect it and had reported that it was safe, however, this is not the case. A telehandler would be required to carry out the work.  Ownership of the post is still unknown, however, the St. Michaels Village sign is owned by the St. Michaels Village Community Group.  The Town Clerk reported that the priority is to make the post safe and then to decide who will finance the replacement; one quote received so far for a new post is around £250.

 

Cllr. Mrs. Curteis reported that the St. Michaels Community Group originally installed the sign but the post was already there.  Cllr. Mulholland suggested that the post and the sign should have the same ownership whether it is the Community Group or the Town Council. Cllr. Carter suggested that if a hiab lorry was used to remove the post early in the morning, the cost would be much lower and cause less disruption without the need to shut off the road.  The Town Clerk agreed to investigate all options and arrange for the post to be removed.

To consider a resolution to borrow from the Public Works Loan Board in respect of this project. *

The Town Mayor reported, as per the background paper, that £1 million in funding had been set aside from the sale of Tent1a and the shortfall of £750,000 would be the subject of a Public Works Loan Board (PWLB) application, which in turn would be subject to a confirmatory public consultation to approve the increase in precept.

 

Cllr. Carter raised his concerns over the amount being borrowed and suggested seeking the opinion of another Quantity Surveyor on the costings. 

 

Cllr. Sugden reported that the proposal had been for the loan to be agreed by the Town Council and then take this decision to public consultation

 

Cllr. Carter made a counter proposal to delay the PWLB application process for one month whilst the costings are investigated with a Quantity Surveyor.  Cllr. Carter’s counter proposal was not seconded.

 

Cllrs. Mrs. Ferguson, Nelson and Sugden suggested that a borrowing term for the PWLB loan of 20 years would be the best option to spread the cost, which could be repaid early with no penalties. 

 

It was RESOLVED to seek the approval of the Secretary of State for Housing, Communities & Local Government to apply for a Public Works Loan Board loan of £750,000 over the borrowing term of 20 years for the Tenterden Town Hall Re-ordering Project.  The annual loan repayments will come to around £46,500.

 

It is also intended to increase the council tax precept for the purpose of the loan repayments by 7.7% which is the equivalent of an additional £46,500 a year. This will be subject to a precept increase consultation.

 

Cllr. Carter voted againstthe resolution.
