APOLOGIES FOR ABSENCE, WELCOME AND INTRODUCTIONS.

MINUTES.

To approve the minutes of the meeting held on 19th November 2019.

13.

MATTERS ARISING.

 

(a)         Minute 6(b) – Resurfacing of Smallhythe Road.

 

(b)         Minute 7 – Leisure Centre Roundabout.

Minutes:

 

(a)         Minute 3 – Benches.  David Stevens reported that he thought the Taylor Wimpey bench had been installed along Six Fields Path; Dandara will be installing theirs once the area is finished.

 

(b)         Minute 3 – Tesco Pedestrian Access.  Cllr. Clokie reported that Tesco is required to come forward with a proposal as the car park is owned by them. An official pathway could be put in but would require a public crossing. 

 

(c)         Minute 8(b) – Restricted Parking Zones.  Stephen Watts followed up on the previous minute whereby Paul Gibson had said Taylor Wimpey had not received the RPZ signs.  Jo Fox was previously dealing with the matter at ABC; the design of the signs has still not been completed.  David Stevens reported that Dandara might not be adding RPZs as they do not seem to have issues with unauthorised parking since the yellow lines were installed.

 

(d)         Minute 7 – One Way Sign for Roundabout.   Claire Gilbert reported that Cllr. M. Hill had agreed to liaise with Kent Highways to see if they could provide a temporary sign.

 

(e)         Minute 6 – Recreation Ground Road.  David reported that some potholes had been filled in the previous week; these are temporary repairs.  David highlighted that heavy lorries were not using the road to the Dandara development; it is the lorries accessing Ivy Court Surgery which are now causing issues on the road.  Claire reported that she had contacted Cllr. Hill regarding the repair and resurfacing of Smallhythe Road and he reported that no plans were in the pipeline as yet.  Cllr. John Crawford asked what the timescales were for completely repairing Recreation Ground Road; David commented that there are no plans for resurfacing until Phase C is complete. Dandara have filled potholes that may have been caused by their lorries, however, any further issues should be taken up with KCC.

An update from Partners.

Minutes:

 

(a)         Dandara.  An update was circulated to members and will be available with the minutes.  Some questions and queries arose from the update which are list below.

 

(i)           David Stevens reported that Phase D  - the first customers will be moving in at the end of February 2020. 

 

(ii)         A revised scheme for Phase C will be submitted to Ashford Planning in March 2020.  The 5 bed houses are not selling as easily therefore Dandara are looking to reduce the size of the properties and building more.  Due to Brexit, etc. Dandara have put on hold the building of Phase C until January 2021 and there will be an approximate build time of 18 months from then. 

 

(iii)        Cllr. John Crawford asked David how Dandara let the public know when the affordable homes are available and is there an onus on Tenterden Town Council to advertise this.  Cllr. Mrs. Jean Curteis commented that you have to apply through Ashford Borough Council for this and shared housing schemes are advertised via Moat’s website.

 

(iv)        Claire asked about access through to the Taylor Wimpey development via Section B and why it was temporarily closed off. David reported that an area flooded in November/December 2019 due to the heavy rain and a pipe is currently being installed for the surface water drainage.

 

(v)         Both Cllr. Clokie and Cllr. Crawford stated their disappointment in the delay of building Phase C given that many affordable homes are in that section. It was requested that David fed their disappointment back to Dandara Head Office.

 

(vi)        David reported on the junction with Three Fields Path and stated that they had topped the section with grade one aggregate between the tarmacked area near the scout hut and the development.  Dandara had also re-tarmacked the Scout’s car park.  The road surfacing is complete, but not of a standard for submission to KCC at this point.

 

(b)         Taylor Wimpey.  No report received from Taylor Wimpey as they have almost finished on site and are currently doing remedial works.
