ASSOCIATION OF TOWN & CITY MANAGEMENT.

To consider subscribing to the Association of Town & City Management (ATCM) at a cost of £295 per year:  https://www.atcm.org/

Cllr. Mike Carter opened the discussion for consideration of subscribing to the Association of Town & City Management (ATCM) at a cost of £295.00 plus VAT per year:  https://www.atcm.org/

 

Keli Nolan-Nylons reported that the Association had been a recommendation from Hannah Clayton-Peck, Ashford Borough Council’s Town Centre Manager.  The ATCM reveals everything about the UK, is Hannah’s source of information about available grants; links to funding; other towns’ activities; and Ashford resource all their information from the Association. 

 

Keli had met Hannah on Wednesday, 21st October 2020 and joining the Association is one of her highest recommendations.   Keli had asked Hannah that if ABC apply for grants, to consider including Tenterden in those if applicable.  Keli reported that up to four people from an organisation can be part of the membership of ATCM.

 

Cllr. Sue Ferguson approved of joining the Association and reported that Google are also members; there is parliamentary access and hundreds of town centres are members.   Sue expressed her interest in being one of the four to join.

 

Mike Bartlett asked if we should try out the membership for one year in the first instance and asked if we could be part of ABC’s membership to reduce the cost.  Keli reported that it would be better for the Town Council to join independently to take the membership from a different aspect.   Sue reported that there is a sliding scale for membership based on population size of towns, and Tenterden falls into the £295 category. 

 

Keli asked if the Sub-committee knew who they would like the four people to be to access the membership and she suggested a representative of the Town Council, i.e. Keli; one other Councillor/HSR representative, the Chamber of Commerce and the fourth possibly someone who can see the bigger picture. 

 

Mike Bartlett reported that he will investigate whether the Tenterden Chamber would consider part funding the membership. 

 

Emily Ditton asked whether the fourth person could be a rolling member, i.e. if there was an area to investigate that required expertise, that the particular person could be approached.  Keli reported that we are not currently sure how the four membership works, but will investigate.

 

It was agreed to recommend to the External Committee that membership is obtained for one year to the Association of Town & City Management at a cost of £295.00 plus VAT, with the possibility that the Tenterden Chamber may part fund.  It was also agreed that the membership will be reviewed in a year’s time to see if it is worth continuing.

 

Mike Carter spoke briefly about the potential costings for the High Street improvement works that had been circulated some time ago and by joining the ATCM it might help with this regarding funding.
